Dr Mishra completed MBBS from Sriram Chandra Bhanja (SCB) Medical College, Cuttack, Odisha in 1988. He joined Indian Navy after internship and four years later, on completion of 4-year mandatory service on several naval ships, he joined post-graduation at Armed Forces Medical College, Pune. He obtained MD (Psychiatry) in 1996 and was ranked second in Pune University. He subsequently worked in several armed forces hospitals in teaching and non-teaching appointments for next twenty years. Trained in child and adolescent mental health from NIMHANS, Bangalore, he established first child and adolescent mental health clinic and learning disorder clinic at INHS Asvini in 2008. He has supervised six research projects funded by armed forces research committee as principal investigator, has published 15 research papers, presented more than thirty papers, and conducted 20 symposia and workshops.

In 2005, he was awarded commendation by Flag officer-Commanding -in chief Southern Naval command for the exemplary psychiatry service at Sri Lanka following Tsunami. He also received GC Boral award from the Association of Industrial Psychiatry of India in 2014. A life fellow of several professional bodies, he has also served as the chairman of the task force on clinical software development and was elected to the executive committee of IPS for 2015-17.

His areas of interest include child and adolescent mental health, alcohol and substance abuse, sexual disorders, community mental health, suicide prevention, clinical psychiatry, and school mental health.
